VHOA Town Hall Meeting-Aug 9, 2007

Dori Barnard opened the meeting stating that the board's goal is to increase property value and unite the community on common interests such as softball and social events.  Dori also mentioned the money magazine recent ranking of
Holly Springs as 22nd among 100 "Greatest American Towns".  Dori then introduced Lt. Patterson to speak about the community watch program.
 
Lt. Patterson said that he is head of the Patrol Division, Crisis Intervention, and Community Watch.  The community watch program intent is to unite the neighborhood.  To form a community watch the neighborhood would need to be broken down into sections with a block captain on each section.  Anyone in that area would report any suspicious activity to the block captain who would report if necessary to the watch captain. 
Holly Springs now has 36 officers, 25 patrolmen and 1 investigator.  Lt. Patterson recommends locking vehicles, keeping garage doors closed, keep areas well lit.  Brinks or other security system signs seem to be a deterrent for crime.  Park hours should be dusk to dawn anyone entering after hours should be reported as suspicious. 
 
Sharon Willis from CPA spoke on the financials of
Valleyfield.  She stated that the neighborhood was in the black.  Our efforts to better the neighborhood should strengthen property values.  Sharon proposed initiating fines to enforce covenants. 
 
Theresa Lewis discussed painting of mailboxes in a "pass the can" program she plans to initiate.  Rustoleum green seems to match well with current mailbox color.  Jodie has a 2 and under play group for interested neighbors. 
 
Susan Kirk talked about the upcoming Yard Sale on Aug 25.  Tables will be placed at the parking area by the pool.  New and Observer,
Holly Springs Sun and other adds will be placed as well as signage.
 
There was mention of a possible short in the men's bathroom at the pool.  Fire extinguisher needs replacing or fixing.  Carlos Sacerio was requested at pool once a day.  Sharon Willis volunteered to follow-up on these issues.
 
Amy Blosser informed attendees of the current yard of the month program.  July winner Carol and Fred Rose, Aug is TBA.  A Christmas decorating contest will also be held with the winner receiving a home depot gift card.  Pool rules were adjusted for our benefit and to protect homeowner's from liability concerns.  A wetland area needs improving.  Joe Fettenberger has 50 trees down due to beavers.  We will solicit bids for removing beavers. 
 
Arnie Sheldon requested we seek legal advice to find out our responsibilities for

the pond area.

 
Naomi Lamunion discussed engineering plans to improve the area by breaching the damn.  John R McAdams has given a quote; however additional quotes are needed.
 
The meeting attendees voted with a majority (quorum of 19) deciding to seek legal advice not to exceed $2000 to further research our concerns and liabilities.
 
Stinson St/Mizelle Meadow entrance is slated for improvements.  Arnie Sheldon advised the board that $2000 was approved in Jan 2007 for landscaping in this area. 
 
Dori asked attendees if they would like to approve funds be set aside for the construction of a sign at that entrance.  There was a request for a vote.  At this time there were only 17 people in attendance and 18 are needed for a quorum.  Additional plans for this entrance will be tabled for a future meeting.
