Minutes – VHOA Board Meeting – March 09, 2005

Order of Business:

-       Architectural Review Committee - Arnie

o       Fill two positions; one with resident and one board seat

o       Board member will have 1/5 of vote

o       Laura Bradley is first selection; Ken Favreau second

o       112 Blooming Meadow projects have been approved and started. Complaints were noted, but the majority of the ARC has approved the two projects.

o       ARC tasked with documenting homeowners with fences facing streets and drafting letters for board approval.

o       Minutes from future ARC meetings delivered to Board.

o       Put advertisement in Newsletter for volunteers for ARC.

o       Problems with run-off at Mizelle and Little Meadow Road.

 

-       Commercial vehicle at 112 Persimmon Bottom Court – Ed Sattler

o       Definition of a commercial vehicle was discussed.

o       This situation has been referred to the Town of Holly Springs to action.

o       We are no longer seeking to fine homeowners for commercial vehicles due to inconsistencies with our C&Rs/Bylaws, so these issues are forwarded to Beth Trouts. C&Rs may be rewritten in the future.

 

- Speeding/Speed Bumps on Blooming Meadow Road – Jim

o       Report from Town of Holly Springs

§         Request new survey with concealed radar; Jim will draft letter to be signed by Jerry and courtesy copy the town council/mayor.

§         Stay proactive to ensure our accountability remains low in case of tragedy.

 

- Carolina Property Associates issues – Jim

o       CPA to distribute VHOA documents to new homeowners for a fee. On hold pending changes to the VHOA documents.

o       CPA will continue to send board monthly community statements w/added information. Additional information cannot be provided by CPA as requested, except in a separate document. Arnie is combining documents for next meeting. CPA is trying to fix this.

o       New Bylaw pertaining to homeowners responsibilities when selling a home.

o       Publish CPA availability in first newsletter.

 

- Obtaining VHOA Board paperwork from former secretary – Dori

o       Electronic documents from Adam Davis have been secured less electronic mail. Dori is working issue.

 

- VHOA Website – Joe

o       Contacted Darrin Brannon. Transferring Domain Names.

o       We will need to reimburse him for registrations - $30.

o       Three proposals submitted, fourth pending.

o       Review Joe’s proposal and make decision.

o       Payments made after invoice is received for ongoing expenses from Website host.

 

- Third party software for newsletter – Joe

o       Purchased Microsoft Office Publisher 2003 from Blockbuster for $169.99 ($70.00 rebate).

o       Refund – Jim taking to CPA for check cutting.

o       Installed software and created Newsletter template.

o       Awaiting articles for Newsletter – by 03/20/05.

o       Would like to release first Newsletter by April 1st.

o       Find out from CPA cost of production and delivery. (Jim)

 

- Dog issues continue - Joe

o       H.S. Animal Control only works from 8:30 – 5:00.

o       They have started making rounds on a regular basis to pick up loose animals in the neighborhood.

o       Putting this information in first newsletter.

o       Publish Wake County Animal Control guidelines on website and directions to document in newsletter.

o       Dog sign in playground – issue tabled.

 

- Welcoming committee – Arnie

o       Still has this issue to work. Sharon Walters has not returned call yet.

o       Morton Farm Road house (Olde Towne Homes) has sold.

o       Mizelle Meadow Road homes have sold.

o       Arnie getting information on new members for CPA.

 

- Insurance for Board – Jerry

o       Jerry is reviewing insurance coverage for board member in cases of liability. Will ask CPA if they have the new insurance documents for the current year.

 

- Sandwich boards – Arnie

o       Best proposal for 3; $355.00 from SignWorks.com with a $15.00 charge for plastic coverings.

o       20 other sites were checked.

o       Purchased approved 5 votes to 0.

 

- See about getting street signs straightened/painted - Arnie

o       Newsletter issue that Arnie has agreed to write

 

-       Pool budget expenses - $11,114.00 – Jerry

o       Tabled pending statement of work produced by Jerry.

 

-       Ground Maintenance - $8500.00 – Jerry

o       Tabled pending statement of work produced by Jerry.

o       Termite bond of pool house – Jim checking with CPA.

 

- Blooming Meadow/Stonebarn Road corner property – Dori

o       Draft letter to homeowner in reference to their grass.

 

-       Tree removal at pool – Jerry

o       No response from Jeff Wilkie.

o       Continue to contact him to get them removed for free.

 

- Community meetings - Joe

o       Scheduled for April 20th.

o       Jim will reserve Hunt Center location at 7:00PM with the same reservations as for the previous meeting.

 

     - Review Akins, Hunt & Fearon decision - Jerry

o       There was no change to the lawyer’s decision following the new information provided. We still cannot access fines to homeowners who are in default of the C&Rs.

 

-       Address finding/making a decision on a lawyer - Jerry

o       CPA’s lawyer

o       Akins, Hunt & Fearon

o       Poyner & Spruill, LLP

o       Dori’s lawyer

o       Tax Attorney

o       Seek additional quotes and more discussion.

o       Find attorney to review Bylaw rewrite and additions regarding Wade v Harrington Grove.

o       Find attorney to rewrite Articles of Incorporation and Covenants and Restrictions.

o       Arnie working on statement of work for attorney.

 

- Home Depot receipts – Joe

o       Find receipts from Adam Davis purchases and give to Dori and Jerry.

 

-       Non-payment of dues, fines/letters/liens - Joe

o       Policy will continue as agreed upon.

 

-       Community events - Easter egg hunt/Spring fling

o       Tabled until after we get more done.

 

-       New Management – Joe

o       Seeking new proposals.

o       Write new statement of work for community management.

 

- Articles for the April Newsletter

o       ARC Committee Volunteers - Let’s not do this yet until we hear from Laura and the other guy. Since we denied two other people for this position, this will be delicate at best.

o       Reminder to plant trees as buffer between fences and roadways - Hold off. Let’s let the ARC handle this. I think it is too specific to only select homes. We should limit the newsletter to more general topics.

o       Commercial vehicle policy of VHOA – Jerry
