Order of business:
Speeding on Blooming Meadow Road – JimK
- According to town representatives, three separate surveys (two of which were counted) have been conducted on vehicles driving speeds on Blooming Meadow Road. The results of the surveys have resulted in the calculation of data on over 1000 vehicles, of which, only 69 registered speeds over 7 miles per hour over the posted 20 MPH speed limit.
- At this time, these figures are not sufficient for the town to make any changes to the driving conditions in our community.
- Continuing efforts to reduce speed will be an action item for JimK.
Obtaining VHOA Board paperwork from former secretary – JM
- DB has this for action to contact Adam Davis and schedule a time to pick up these items.

Architectural Review Committee members – AS

- Approved new members: Sheila Norrington and Dawn Rager
- New members were approved 5 votes / 0 votes
- JoeK will contact Sheila Norrington to notify her of appointment.
- DB will contact Dawn Rager to notify her of appointment.
- AS will be responsible for contacting Laura Bradley, Dave, and Cathy to thank them for applying for vacancies, and asking them to server the community in other capacities.
- Next ARC meeting is Tuesday, February 1, 2005 at 6:30 at Java Divine. AS and JoeK will attend to provide pass down to current and new home owners and provide introductions.
Carolina Property Associates issues – JimK

- Any home owner or mortgage holder has the authority to request information from CPA in regards to the community.
- Have CPA distribute C & Rs/Bylaws/Design Guidelines?
- Have CPA send board monthly statements.
- How does CPA find out about new home owners?
- JimK has these items for action.
Welcoming committee – AS
- AS has taken this item for action for the assignment of new volunteers and establishment of their role and responsibility to the community.
- Looking into contacting realtors who are currently, and in future, listing property for sale in Valleyfield and providing them with the information about the C & R's, quarterly dues, points of contact, etc. on the boards.
Contacting new home owners – JM
- How does a new home owner obtain pool keys?
- How does a new home owner obtain C & Rs/Bylaws/CDGs/etc?
Finding a lawyer – JM
- Review C & Rs and other VHOA documents
- DB has this item for action.
Liens and Fines – JM & JimK
- Lien was approved for property in violation of C & Rs and fines not paid by home owner.
- Lien paperwork to be started by JM and submitted to the state.
- Certified letter to be sent to home owners by JimK.
- Other liens and fines currently being brought against home owners in our community were discussed with new board members to bring them up to speed.
Home owner with fences on streets – AS & JoeK
- Vegetation must be planted between the street and fences built by home owners within a certain period of time outlined by the Community Design Guidelines. Several home owners are currently in violation of these guidelines, and letters will need to be submitted to these home owners.
- AS & JoeK will bring this up at the next ARC board meeting this coming Tuesday.
Budget approval – JM & JimK
- From this point forward, the ratification of the budget shall be approved in early December, set up by the outgoing VHOA board members. Approved 5 votes / 0 votes
- This board will also be responsible for setting up a VHOA meeting in January for community approval and a vote on the new board members.
- Proposed budget for the 2005 fiscal year was approved 5 votes / 0 votes.
- CPA to send budget proposals to homeowners on Jan. 31, 2005.
- HOA Budget Approval meeting scheduled for Feb. 17, 2005 at 7:00.
- JimK has the action items to reserve a room at the Hunt Center and for giving CPA approved budget proposal for dissemination to home owners.
Sandwich boards – AS took for action for next board meeting.
Third party software for newsletter – JoeK has for action for next meeting.
